In all probability: The courier company has a Service Level Agreement to deliver within 4 working days. When they do not get around to the delivery, they phone and let it ring once, then disconnects. This happens after 17h00. This enables them to prove from outgoing call records that they phoned, and they can say that the customer did not answer. This time of the afternoon, when you phone back, there is a message to say that their office hours are 8am to 5pm.
